Which buildings the decree covers, and what that changes.
Québec's sectoral decree for public-buildings maintenance sets hourly rates, work categories and paid travel time. It does not apply everywhere — and the dividing line is not «residential versus commercial». Here is where it runs.
This is a courtesy translation. The French version is the official one, and it prevails if the two differ.
These two lists restate the decree's own categories. A single building can fall under both: the common areas are covered, the inside of a private unit is not.
Buildings covered by the decree
- Offices, shops, clinics, restaurants
- Apartment buildings
- Condominium common areas
- Warehouses
Buildings not covered
- Single-family house
- Inside of a private condominium unit
What it changes, service by service
Residential cleaning
Single-family homes and the inside of a privately owned condo unit are not on the list of buildings covered by the sector decree. Québec labour standards still apply, and we manage this work to the same standard as the work that is covered.
Commercial cleaning
These buildings are covered by the sector decree for the cleaning of public buildings. It governs hourly rates, work categories, travel time between buildings and the minimum hours per call-out. We factor that into the quote rather than discovering it afterwards.
If the language versions differ, the French version prevails.
